Executive Committee Meeting Minutes: TWO-PART SPECIAL MEETING: March 30, 2001 and April 3, 200

  1. The meeting was called to order. Associate Vice Provost James G. Henkel presided.
  2. Two related proposals from the School of Business Administration were introduced by J. Henkel and discussed. The proposals are linked directly to a grant for which the University is filing an application. The first of the two proposals is to implement a 30-credit Master of Science degree program in Defense Leadership and Management. The second proposal is to add an Area of Concentration under the Master of Business Administration degree program to be called Defense Leadership and Management. The proposals state that these programs are designed specifically " . . . to satisfy the need for defense leadership and management education in the senior executive service of the U.S. Department of Defense." These programs would not be available to the general public.

    There was discussion. It was noted that both direct and indirect dollars would come to the Graduate School. There was general agreement that a pre-determined rate be established with respect to indirect dollars for the purpose of covering the administrative operational costs of the proposed program(s) to the Graduate School.

    Two concerns about the proposals were expressed: (1) the extent of the science component of the proposed program (vis-à-vis the Master of Science degree title), and (2) that the program be reviewed by the GFC Executive Committee after three years of operation.

    Following discussion and with the understanding that there would be a three-year automatic "sunset" review of the program(s) if implemented, it was moved, seconded, and passed by a hand vote of seven (7) ayes and one (1) nay to approve the proposals.

  3. With respect to entrepreneurial and similar types of new degree programs, there was discussion about the need to establish a means by which the Graduate School can cover its administrative costs resulting from the operation of such programs. It was agreed that a rate should be established that would be a percentage of tuition (or equivalent fee) dollars realized by the University from these degree programs.

    As a result of discussion, it was moved (L. Strausbaugh), seconded (G. Anderson), and passed without dissent on a voice vote to establish a rate of 5% of tuition (or the equivalent fee) realized from entrepreneurial degree programs to cover Graduate School administrative costs associated with the operation of these programs.

  4. It was agreed to call a meeting of the Graduate Faculty Council for Friday, 4-25-2001. The agenda will be set by the Vice Provost's office.
  5. The meeting was adjourned.
